What is CDPAP?
The Consumer Directed Personal Assistance Program (CDPAP) is a New York State Medicaid program that allows consumers to recruit, hire, and direct their own home care workers. One of the highlights of the program is that it allows consumers to hire family members and friends to be their home health aide. The CDPAP program focuses on individuals living with chronic medical conditions or physical disabilities and have trouble with daily living activities or require skilled nursing assistance. You can apply for NY Medicaid in the following ways:
CDPAP Consumer Responsibilities
Must be willing and able to make informed decisions regarding the management of the services received, or designate a relative or trusted adult able and willing to help make informed choices
Must be responsible for recruiting, hiring, training, supervising and termination caregivers
Arrange for back-up coverage when necessary
Arrange and coordinate other services
Keep payroll records
Review the plan of care with each personal home health aide outlining their responsibilities
Maintain an appropriate home environment
